Background and justifications
GNDR is a network of over 1,500 civil society organisations working together to strengthen the resilience of people most at risk and prevent hazards from becoming disasters.
One of the major barriers to risk-informed development, which interconnects with all other drivers of risk, is gender inequality. Unless development is systematically gender transformative, we will see disasters placing women into intractable cycles of poverty. Research across the world shows that women and girls remain discriminated against in education, employment, health, political representation, and much more. Women and girls are disproportionately affected by disasters and, whilst often being the first responders, are regularly discriminated against when recovery and rehabilitation efforts take place. The consequences are damaging not just for individuals, but for families, communities and society as a whole. Patriarchy is manifested in various forms and societies are losing out by not harnessing the diversity of skills, experiences and perspectives from the whole of humanity, rather than just half of the population. While the World Economic Forum highlights that progress is being made, it still predicts that globally, gender parity is a long way off and there are enormous gaps to be closed, particularly in the economic and political empowerment dimensions.
GNDR works globally in more than 120 countries facing these gender disparities and empowering civil society organisations where women play an important role of promoting resilience and by bringing the voices of those without opportunities. Experience of GNDR members working with local communities is that, for transformative progress to be made in the reduction of risk and strengthening of community resilience, a focus on gender inequality is critical when understanding the drivers of risk, identifying points of focus and designing and developing different activities. It means ensuring that women who face risks and are in vulnerable situations are empowered to provide solutions, demand rights, services and increased access to information, and participate in decision-making processes. GNDR has identified gender inequality as one of our six risk drivers to prioritise in our new strategy. In the next five years, this means us standing together to bring about a shift from women being viewed as a homogenous group with a ‘one size fits all’ approach to reducing their risk, to developing distinct ways of building resilience relevant to the diverse contexts and factors which women are experiencing, including age, culture, class, caste, and more.
As the Secretariat of the GNDR, we recognise that we need to look inwardly at how we operate to ensure we can facilitate gender transformation across the network. We are therefore looking for a consultant to assess our current practices and help us take initial steps to become more gender transformative
Objectives
Develop the content of the six modules aligned with the Gender Transformative Leadership document, to be delivered in a virtual format to audiences from America, Africa and Asia (English). All modules should be adapted to the Disaster Risk Reduction approach.
Develop a toolkit for each module (please see methodology outline below), that contains practical exercises to be implemented in different contexts where GNDR is working.
Utilise and strengthen existing monitoring and evaluation tools to measure and track the progress of each participant during the process of training - initial use of tools will contribute to the baseline
Methodology outline and provisional number of days
This consultancy will be coordinated by the GNDR Gender Risk Driver Lead and the Project Coordinator in an estimated number of 25 days to conduct and finalize the objectives, here a timeline description:

However, the content needs to be adapted with the lens of Disaster Risk Reduction and aligned with GNDR 2020-2025 Strategy: Local Leadership for Global Impact. Content on mentorship and sponsorship, allies in workspace, effective feedback, communication and confidence all with DRR approach in rural and urban settings
Module 3: Negotiation
Negotiation strategies for women working in a man's environment (rural and urban)
Module 4: Networking
Building effective diverse networks, including people with disabilities, indigenous women, elders, young people and LGBTQ community
Module 5: Sexual Harassment and other problems faced at local level
Power and Harassment, Violence in Daily Life, How to Stop Sexual Harassment, Talking about Sexual Harassment, Self-Care After Sexual Harassment in rural and urban settings. Complaints mechanisms and their uses.
Module 6: Disaster Risk Reduction with a Gender Transformative Approach
This content needs to be developed by the Consultant
Monitor and evaluation tools
After each Module, an evaluation tool should be developed to measure progress; this tool should include 2 parts: theorical content and practical approach; the aim is to measure in 3 parts: Module 1-2, Module 3-4 and Modules 5-6 the advances in knowledge but also in how the practitioners applied the knowledge in their context.
Gender Transformative Toolkit
The toolkit has the purpose of include practical exercises to be applicable to different settings (urban and rural) with the approach of DRR; can include
Group activities for icebreakers with gender approaches
Role play of male and female adaptable to rural and urban communities
Reflection capsule at the end of each activity to link the learning with the next content.
Should be aligned with the M&E tools mentioned above.

The content display divided into virtual sessions, tools and M&E materials can be created in a period of 8-10 days. During the process, virtual calls should be arranged in weekly basis with the Risk Driver Lead and the Operations Officer from Americas and the Caribbean.

This will required 5 days to be tested in different environments
- Final presentation of Modules content, toolkit and M&E tools
The final presentation can be scheduled with Risk Driver Lead, Project Coordinator, in a 2-hr session.
Consultant Profile
Demonstrable expertise on gender and inclusion within the development, disasters or adaptation fields
Experience of reviewing gender policies
Demonstrable expertise developing content and materials adapted for adult learning in virtual environment
Assignment Period
This consultancy is expected to take approximately 25 days, and needs to be concluded before November 15 2021. On selection, the consultant will commit to a detailed timeline for the evaluation.
